REGULAR MEETING, MAYOR AND COUNCIL, CITY OF COVINGTON, GEORGIA, CITY HALL, JUNE 17, 2019, 6:30 PM.

Mayor Ronnie Johnston presided with Mayor Pro-Tem Kenneth Morgan, Council members: Hawnethia Williams, Josh McKelvey, Anthony Henderson, Michael Whatley, and Susie Keck, City Manager Leigh Anne Knight, City Clerk Audra M. Gutierrez, and City Attorney Frank Turner, Jr. present.

Council member Williams gave the invocation.

Mayor Johnston led everyone in the Pledge of Allegiance to the Flag of the United States of America.

1.         Motion made by Council member Whatley, seconded by Council member Henderson to approve the minutes from the Regular Council Meeting held on June 3, 2019.

Motion carried unanimously.

2.         Motion made by Council member Williams, seconded by Council member Keck to amend the agenda to add, “Discussion of contract amount for Police Station renovation.”

Motion carried unanimously.

3.         Motion made by Council member Keck, seconded by Council member McKelvey to amend the agenda to remove “Approval of request for road closure on September 15, 2019 for a car show to raise funds for Officer Matt Cooper” from the Consent agenda.

4.         Motion made by Council member Henderson, seconded by Council member Whatley to table, “Discussion of IGA with Newton County for the provision of Parks and Recreation Services.”

Motion carried with Council members Whatley, Morgan, Keck, Williams, and Henderson voting for. Council member McKelvey voting against.

5.         Motion made by Council member Keck, seconded by Council member Whatley to approve a license for Beer and/or Wine Retail Amenity only for:

6.         Motion made by Council member Keck, seconded by Council member Whatley to approve a request for road closure on June 22, 2019 for the Juneteenth Parade.

7.         Motion made by Council member Whatley, seconded by Council member McKelvey to approve a request for road closure on September 15, 2019 for a car show to raise funds for Officer Matt Cooper, but to not waive fees associated with road closure.

Motion carried unanimously.

A public hearing was held at 7:08 PM concerning a Special Use Permit to allow catering services in the Neighborhood Mixed Use zoning district.

8.         Motion made by Council member Morgan, seconded by Council member McKelvey to approve a SUP to allow catering services in the Neighborhood Mixed Use zoning district at 4152 Washington Street.

Motion carried unanimously.

9.         Motion made by Council member Whatley, seconded by Council member Williams to approve a DCA 2019-2020 Classic Main Street MOU.

10.       Motion made by Council member Keck, seconded by Council member Morgan to approve the low bid from Willow Construction in the amount of $274,791.00, for the Town Branch at Legion Field Project.

11.       Motion made by Council member Keck, seconded by Council member Whatley to approve the best bid from Anixter in the amount of $120,209.69, for Advanced Metering Infrastructure (AMI) for the Electric Department.

12.       Motion made by Council member Morgan, seconded by Council member McKelvey to approve the sole bid from Sunbelt Builders in the amount of $458,576.00, for Council/Court Room Conversion Project.    

Motion carried with Council members Whatley, Morgan, Keck, Williams, and McKelvey voting for. Council member Henderson voting against.

13.       Motion made by Council member Morgan, seconded by Council member Williams to approve the First Amendment to IGA with Newton County for E-911 Services.

14.       Motion made by Council member Whatley, seconded by Council member Morgan to approve an IGA with Newton County for the provision of Geographical Information Systems.

15.       Motion made by Council member Morgan, seconded by Council member Henderson to approve a Consecutive Water System Intergovernmental Agreement.

Motion carried unanimously.

16.       Motion made by Council member McKelvey, seconded by Council member Whatley to approve an IGA with Newton County for the Square Park for 1 year.

Motion withdrawn.

17.       Motion made by Council member Keck, seconded by Council member Williams to approve an IGA with Newton County for the Square Park.                                                     

Motion carried with Council members Whatley, Keck, Williams, McKelvey, and Henderson voting for. Council member Morgan voting against.

18.       Motion made by Council member Keck, seconded by Council member Henderson to approve contract price in the amount of $1,675,000.00, for the new CPD building renovation.

Ms. Fleeta Baggett discussed the four stained glass windows at the current CPD building. Ms. Baggett stated they need to be relocated. Ms. Baggett further stated council needs to put an ordinance in place banning scooters.

Comments from the City Manager:

                     -Tri-Scapes to begin demolition this week on Pace Street

-Contractor for the Central Park Parking Lot began silt and tree fence installation today

-Peach State began laying out the Central Park pedestrian bridge footing

-Most of the pipe for the Ashley Drive drainage project has been installed, should be complete in a couple of weeks

-July 20 is our target for the community cleanup

            -Food & Film 7 PM this Friday at Legion Field

Council member Morgan asked for the status of sidewalks on Puckett Street.

Council member Morgan was advised Council member Henderson was working on getting easements from the homeowners.

Council member Morgan recommended right hand only turns on Highways 278 and 81.

Council member Williams stated Washington Street Community Center would like to see the property across from them cleaned up and asked the City Manager to look into the matter.

Mayor Johnston announced he is seeking a third term and wants to make an impact in a positive way.
