2026: Downtown Square Utility Relocation Project
This project is anticipated to span approximately 20–28 months, with construction expected to begin in mid-June 2026.

This project involves the replacement of aging underground utilities to improve the infrastructure in Covington’s downtown square. The work will include:
- Removal of old materials and installation of new sewer, water, and gas lines.
- Installation of new power and telecommunication duct bank.
- Removal and replacement of asphalt and street striping.
Residents and businesses in the area should expect to see increased construction activity beginning in mid to late June. As the project progresses, additional information regarding traffic impacts, construction phasing, and scheduling will be shared. Once construction begins, please expect:
- Lane closures or traffic shifts
- Work hours between 7 AM to 5 PM (potential for change depending on conditions)
- Construction noise/activity
- Possible temporary access changes
- Possibility of limited access to certain areas of the Square
- Sidewalk and walking path detours and/or closures
- Adjustments to planned activities on the Square
The Downtown Square Relocation & Replacement Project will focus on upgrading aging infrastructure within a 9-block perimeter of the square.

UPDATES
KEY DATES
- October 11, 2025: Contractors will be inspecting the sewer system throughout downtown Covington. Inspections will include soft digging, but no full road closures are expected.
- February 6, 2026: Contractor’s solicitation period ends
- DELAYED/February 15, 2026: Guaranteed Maximum Price for construction will be presented to the city for review
- DELAYED/April 15, 2026: Tentative start date for construction - this date could change to before or after Apri 15th
- May 4, 2026: Guaranteed Maximum Price for construction presented to the city council for review. GMP approved by City Council.
- Early June 2026: Initial construction activities will focus in and around Usher Street between Hendricks Street and Hunter Street.
