2. Discussion of the minutes from the Regular Council Meeting held on August 5, 2024.
3. Discussion of final reading of an ordinance for the City of Covington:
“AN ORDINANCE OF THE CITY OF COVINGTON, GEORGIA, TO AMEND THE COVINGTON MUNICIPAL CODE, ENACTED AND ADOPTED ON THE 16TH DAY OF OCTOBER, 2001, AS AMENDED BY PREVIOUS AMENDMENTS, TO ALTER CERTAIN PROVISION OF TITLE 15 OF THE SAID CODE OF ORDINANCES FOR THE PURPOSE OF AMENDING SECTION 15.24.050 (BUILDINGS AND STRUCTURES REQUIRED TO HAVE APPROVED AUTOMATIC SPRINKLER SYSTEMS) AS A PART OF CHAPTER 5.24 (FIRE PREVENTION GENERALLY) THEREOF, TO REPEAL CONFLICTING ORDINANCES AND FOR OTHER PURPOSES.”
4. Discussion of a final reading of an ordinance for the City of Covington:
“AN ORDINANCE OF THE CITY OF COVINGTON, GEORGIA, TO AMEND THE COVINGTON MUNICIPAL CODE, ENACTED AND ADOPTED ON THE 16TH DAY OF OCTOBER, 2001, AS AMENDED BY PREVIOUS AMENDMENTS, TO ALTER CERTAIN PROVISION OF CHAPTER 8.04 (GARBAGE, YARD TRIMMINGS AND WEEDS) OF TITLE 8 OF THE SAID CODE OF ORDINANCES (HEALTH AND SAFETY) FOR THE PURPOSE OF AMENDING SECTIONS 8.04.010 (DEFINITIONS), 8.04.055 (COLLECTION OF HOUSEHOLD GARBAGE – ROLL CART SYSTEM), 8.04.070 (DISPOSAL OF COMMERCIAL WASTE), 8.04.085 (COLLECTION OF RECYCLABLE MATERIALS-RECYCLING SYSTEM), 8.04.090 (GARBAGE COLLECTION – COLLECTION POLICIES, COLLECTION FEES AND FRANCHISE FEES) AND ADOPTING SECTION 8.04.075 (DISPOSAL OF WASTE IN RESIDENTIAL PREMISES WITH CENTRALIZED COLLECTION), TO REPEAL CONFLICTING ORDINANCES AND FOR OTHER PURPOSES.”

5. Discussion of changes to the agenda.
6. CONSENT AGENDA
6a. The award of a task order to the City’s annual contractor A&S Paving to complete stormwater infrastructure rehabilitation at the intersection of Floyd St and Ramsey Dr prior to the paving replacement, amounting to an estimated $113,642.09, not to exceed this amount without advanced written authorization.
7. Public hearing regarding a rezoning request at 7142 Jackson Hwy from NR-2 (Neighborhood Residential District 2) to NM (Neighborhood Mixed-Use).
8. Public hearing regarding a SUP request to allow a banquet hall with over fifty seats at 2129 Pace Street, tax map parcel number C025 0002 014, by Angelyne Smith/Sweet Magnolia Cove LLC.
9. Public hearing and a first reading regarding a text amendment to consider changes to the requirements in Section 16.20.235 – Dwelling, single-family detached and Section 16.08.010.
10. Discussion of the final plat for 5-lots with existing road frontage at 10860 Covington Bypass Rd and 9235 Carr Cir 2, tax map parcel numbers C067 007 & C064 007A.
11. Discussion of an Intergovernmental Agreement (IGA) with the Newton County Housing Authority regarding flock cameras.
12. Discussion of a modification to the agreement between the City of Covington and the Arts Association of Newton County regarding providing concerts on the Square, the Summer Concert Series at Legion Field, and an alternative site plan due to inclement weather.
13. Discussion of budget adjustment amendment allowing the Water Resources Department to acquire the Covington Police Department evidence building at 1021 Williams St (the Water Resource Yard) for improvements.
14. Discussion of request of qualifications (RFQs) for the new 911 Communications building.
