1.                  Call to order, invocation, and Pledge of Allegiance to the Flag of the United States of America.

2.         Discussion of the minutes from the Regular Council Meeting held on September 3, 2024.

 

3.         Discussion of final reading of an ordinance for the City of Covington: “AN ORDINANCE OF THE CITY OF COVINGTON, GEORGIA, TO AMEND THE COVINGTON MUNICIPAL CODE, ENACTED AND ADOPTED ON THE 16TH DAY OF OCTOBER, 2001, AS AMENDED BY PREVIOUS AMENDMENTS, TO ALTER CERTAIN PROVISION OF TITLE 13 OF THE SAID CODE OF ORDINANCES FOR THE PURPOSE OF AMENDING SECTION 13.08.380 (RIDERS AND ADJUSTMENTS) OF CHAPTER 13.08 (ELECTRIC SYSTEM) THEREOF, TO REPEAL CONFLICTING ORDINANCES AND FOR OTHER PURPOSES.”

6a.Approval of an application to sell alcoholic beverages for on-premises consumption only for:

6b. Approval of MEAG Telecom Project Preliminary Final Settlement in the amount of $14,759.00, expost facto.

 

7.         Discussion of a SUP to allow structure to be used as a Single-family home located at 3156 Spring Street.

 

8.         Discussion of Public Hearing and first reading of a text amendment to Sec. 16.12.020 Planning Commission & Sec. 16.12.160 Board of appeals & adjustments. This amendment is to review criteria for board appointees and could also include Sec. 16.08.010 – Definitions

 

9.         Discussion of Public Hearing and first reading of a text amendment to Sec. 16.04.050 - Relationship to Comp Plan. This amendment is to review language for cohesion to the 2023 Comprehensive Plan for zoning districts and future land use districts.

 

10.       Discussion of Public Hearing and first reading of a text amendment to Sec. 16.20.235 – Dwelling, single-family detached and Sec. 16.08.010 – Definitions. The purpose of this amendment is to consider amending the architectural variety ratio requirements for single-family residential houses.

 

11.       Discussion of Public Hearing and first reading of a text amendment to Sec. 16.08 Definitions; Sec. 16.16.020; and Sec. 16.20 – Supplemental Use Provisions. The purpose of this amendment is to consider adding “Life Coach” and/or other uses found in NAICS code 812990 All Other Personal Services which may also include updates or additions to definitions and/or supplemental use provisions.

 

12.       Discussion of first reading of a text amendment to Sec. 5.12.100 Alcohol Beverages License Fees.

 

13.       Discussion of request from the Gas Department to lease warehousing space for AMI Meter Change-out Program.

 

14.       Discussion of gas main agreement for Grove Park (37 homes).

 

15.       Discussion of best RFP for the Sanitary Sewer Manhole Rehab/Replacement Project.

 

16.         Discussion of bids for the 2024/2025 LMIG Paving Project.

 

17.       Discussion of proposed modification to Personnel Policy 306 – Sick Leave.

 

18.       Discussion of proposed modification to Personnel Policy 403 – Vehicle Operation and Safety.
